	Follow-up reviews, continuous communications about the value of the plan
	Use metrics in the review process. Pick objectives you can measure across departmental boundaries
	Make the strategic objectives part of performance reviews
	Include senior managers in reviews or brief them as required to keep their support
	Include key bureaucrats on the planning team
